Since you didn't mention what State you live in - no one can give you the correct answer - but the link below will tell you your boat and motor size limit and the license you need. Insurance may not be needed - depends on whether or not you want to risk the financial loss on your own, and what Lake, Marina, etc. requiremnts are where you are using your boat. For a small boat, with a small engine, (that requires no boat license) however, insurance will probably either not be avaliable or will cost less then $100 a year.
But, my question is, why don't you just get a boat license? It is not rocket science... it just takes good common sense... and some rules of the road safety knowledge, which you need to know anyway.

Since you gave no info as to where you are no body can say for sure. All states allow any "Trailerable" boat onto most lakes. There are exceptions though for size and engine. Some states do required an operator to have a "Boaters Safety" license in possession for operation, but most states don't. You'll have to check with the state DMV, local sheriff's department or the lake's marina. It's advisable to have insurance in place. In the event of an accident, you'll most likely be covered. If you don't have it, and you're sued, well that family with the loss "OWNS" you. As marine insurance covers your boat for "HazMat" clean up if the boat sinks and spills the fuel/oils into the water. it depends on which state you boat in. the rules in washington state regarding boat registration and boaters license are as follows
Vessels that are less than 16 feet in length and have a motor of 10 horsepower or less and are used on non-federal waters only do not need to be registrated.
some lakes have their own restrictions (like no gas powered motors)
there may also be different laws for your boaters license and registration of your boat.

yes you should have insurance. boating accidents can occur and insurance will help pay for medical or property claims. there are also large costs involved in enviromental cleanup and insurance help pay those costs also.

Where I live you need a boat license and a motor license. Get all the insurance you can. Different lakes have different rules. You will get the rules when you buy your licenses.
